Draft 2025-2030 Comprehensive Economic Development Strategy (CEDS) for the STC Region

This draft CEDS is a guide to STC’s actions in the 3-county Region (Chemung, Schuyler, and Steuben) for the next 5 years.

Collaboration and information sharing to improve our community (locally and across the region) is the theme of this CEDS.   The narrative, project list, and StoryMap were developed with input from STC’s Staff, STC’s Board of Directors, STC’s Economic Development Policy and Strategy Committee, and several members of STC’s Human Service Committees.  Click here to learn more about the CEDS process.

For ease of review by the public,  the component parts of the CEDS are separated into sections (below):
First, the Storymap;
Second, the draft narrative and priority project list;
Third, the full list of projects for the next 5 years in  Steuben Schuyler, and Chemung counties, and;
Finally a Lightcast economic conditions report to provide baseline information about Employment and demographics in the region

As you review the material, please think about any additional collaborative opportunities for STC and any upcoming projects that would improve the region; share your thoughts via this google form, by email to STCRPDB@stcplanning.org, or in person at one of upcoming public meetings:

  1. In Watkins Glen at the Watkins Glen Public Library from 5-7p on Thursday, February 27th,
  2. In Elmira at the Steele Memorial Library on Friday, February 28th from 3:30-4:30 pm, and/or
  3.  In Corning, at STC’s Office on March 3rd from 4pm to 6pm.

Regional Conditions and Background Information

The draft CEDS includes a brief page on the Region’s current economic conditions.  Additional interactive information and maps are available in the CEDS StoryMap (an innovative GIS feature, which is also available to non-profits and municipalities, through STC’s Community GIS program).

Draft CEDS Narrative

This brief narrative outlines the purpose of STC’s work in guiding regional collaboration, the proposed mechanisms for promoting alignment of efforts.  STC’s 12 priority projects are briefly explained, as well as the performance measures STC will use to evaluate the success of this Strategy.  The final pages of the CEDS include the plans and strategies referenced in this CEDS process.
