The Consolidated Plan must be prepared every five years and it must be updated annually through annual action plans. Its purposes are to:
• assess the State’s affordable housing and community development needs;
• analyze the State’s housing markets;
• articulate the State’s priorities, goals, and strategies to address identified needs; and
• describe the actions the State will take to implement strategies for affordable housing and community development.

How the NYS State Consolidated Plan relates to STC's 2025 CEDS Update
Appropriate housing has been identified as a long-standing issue in prior CEDS. Housing for the region’s workforce will constitute a significant portion of the 2025 CEDS. Housing constraints have limited in-migration, and increased living expenses for the STC region’s residents. The 2025 CEDS will include recommendations for counties, local governments, and private developers to increase the supply of appropriate housing.
